Manager Approval for Employee Fee Waiver

CSU Employee Fee Waiver and Reduction Program entitles eligible CSU employees (and in some cases their spouse, domestic partner or dependent child) to enroll in courses at any CSU campus and have fees waived or reduced to $1. Tuition Fee waiver applies to CSU general fund courses only. Courses in self-support programs may not be taken through Tuition Fee waiver.

  • Staff and Faculty applications require manager approval.
  • Dependent application do not require approval from employee's direct supervisor but additional information is required to verify the tuition fee waiver is not currently being used by your employee or another dependent concurrently.

Managers should consult with the Benefits department (feewaiver@csudh.edu) for specific advice regarding the employee fee waiver program if you have questions regarding its use and eligibility.

Tips for Managers Regarding Fee Waiver Usage

Career development conversations can be seamlessly integrated into ongoing 1:1 meetings. They provide a valuable opportunity for managers and employees to discuss new or evolving career aspirations and address areas of importance to the employee.

Completion of Individual Career Development Plan

An employee wishing to participate in the CSU Employee Fee Waiver and Reduction Program must complete an Individual Career Development Plan with the support of their Appropriate Administrator (ICDP). The individual career development plan may include attainment of a certificate, an associate degree, an undergraduate degree, a graduate degree or other achievement appropriate for the employee's professional growth.

Modified Work Schedules

Are modified work schedules appropriate to help employees complete coursework through the fee waiver program?

  • A 鈥渕odified鈥 work schedule refers to a temporary adjustment in how an employee's standard 40-hour work week is distributed, while maintaining 8-hour workdays. Employees may request such changes in writing to the Appropriate Administrator, and approval must be obtained in advance. Modified schedules are intended for short-term use only, and not exceeding one semester. However, there are cautions to managers regarding modified work schedules as you must be consistent and equitable when considering all employee requests.
    • It is the Appropriate Administrator鈥檚 responsibility to ensure that modified schedule approvals are consistent, compliant, and meet department operational needs.
    • Service to our students and colleagues during normal business hours takes precedence over requests for modified schedules.
    • Employee work schedules that deviate from the standard university work schedule (Monday 鈥 Friday 8 hours/day) must have approval in advance from their Appropriate Administrator and may have implications for the employee鈥檚 compensation.
    • At the end of the semester, a new Modified Work Schedule (MWS) must be submitted to HR in order to revert to the employee's regular work schedule.

Many CSU Employee Collective Bargaining Agreements (CBA) provide options for employee鈥檚 professional development. The CBAs encourage professional development of employees and provide much guidance in the areas.

Approving a Tuition Fee Waiver Application in Optimize

Approval Process

When a Tuition Fee Waiver form for a Faculty or Staff is submitted, the request will route to the Appropriate Administrator for approval. As a reminder, it is strongly recommended that before approving a Fee Waiver Application and signing the Individual Career Plan that you consult with the Benefits Office and/or Employee Relations Representative if you have any questions.
