Guidelines
  • Fees are waived for a maximum of two (2) classes, or 6 units, whichever is greater. Exceptions to this limitation are made for employees on leave.
  • If the unit/course limitation is exceeded, the employee must pay the difference in fees.
  • All classes must be taken for academic credit and meet normal academic standards. Fee waiver applies to CSU state-supported (general fund) courses only, including state-supported courses that are offered through summer term. Courses in self-support (i.e., Extended Education) programs may not be taken through the CSU Fee Waiver program. In addition, fees for joint doctoral programs that are paid directly to the 鈥減artner鈥 university cannot be waived under the CSU Fee Waiver Program.
  • Eligible employees enrolled in a Doctoral program are eligible for a partial fee waiver equivalent to the part-time Graduate Tuition fee. Employees are responsible for paying the difference between the applicable Doctorate fee and the part-time Graduate Tuition fee. MPP or C99 doctoral fee waivers shall be in compliance with respective CSU policy.
  • An Employee Fee Waiver Application must be submitted for each term of attendance utilizing the fee waiver benefit.
  • Fee waiver submission deadlines are determined by each CSU campus. Contact the appropriate campus of attendance for specific requirements. For CSUDH, Fee Waiver applications will not be accepted after Census Date of the applied semester.

Enrollment Options

There are two options offered to employees under the CSU Employee Fee Waiver and Reduction Program:

  1. Work-Related Option: Work-Related courses are classified as coursework that is necessary for improving skills for existing employment with the CSU. Taking courses for the purposes of obtaining a degree is not required under this avenue. Admission for the purpose of enrolling in courses deemed work-related shall be with the approval of the appropriate campus administrator.
  2. Career Development Option: Career Development courses are classified as coursework established by the employee and an appropriate advisor of choice and shall be subject to approval by the appropriate administrator in the Benefits Office. Admission for the purpose of enrolling in courses, as part of an approved individual Career Development Plan, shall be with the approval of the President or designee. These employees shall be required to complete all the forms necessary for regular admission and matriculation at a campus of the 好色先生.

Intercampus Enrollment

Employees may enroll in classes on their own time at other CSU campuses. The Benefits Office will provide the other campus with verification of the employee's fee waiver eligibility. The campus of enrollment will provide guidance to the employee regarding appropriate admission and registration procedures as well as deadlines.

Taxable Educational Benefits

Under current IRS regulations, fees waived for employee undergraduate or graduate coursework are non-taxable up to $5,250 annually.

In-State Residency Requirement

Employees who do not meet established in-state residency requirements must pay non-resident tuition.

Taxation

Taxation Information
  • The value of fees waived for the eligible employee's use of their own Fee Waiver benefit is non-taxable for undergraduate courses.
  • The value of fees waived for the eligible employee's use of their own Fee Waiver benefit for graduate/doctorate classes is nontaxable up to $5,250 per calendar year. The value of fees waived that exceeds $5,250 in a given calendar year will be reported to the State Controller's Office and the additional taxes taken from the employee's pay warrant.

Employees are encouraged to consult with their personal tax advisor to determine if courses taken are job related and include the deduction on their personal tax return, if eligible.

Imputed Tax Rates

Imputed income related to participation in the CSU Employee Fee Waiver & Reduction Program, as outlined above, is subject to specific tax rates as follows:

  • Federal 22%
  • State of California 6.6%
  • Social Security 6.2%
  • Medicare 1.45%
  • Total Imputed Tax Rate 36.25%

The imputed income is reported to the State Controller's Office once each term. The reporting is done after Census for the term, so there is no adverse tax reporting on imputed income when an employee or an employee鈥檚 dependent drops courses.

Applicable Internal Revenue Code (IRC) Sections
  • Qualified Tuition Reduction under Internal Revenue Code Section 117(d); and
  • Educational Assistance Programs under Internal Revenue Code Section 127;
  • Working Condition Fringe Benefits under Internal Revenue Code Section 132(d) (for employees to pursue through their personal tax advisor, if applicable).

Get Started

The following provides guidance on the process as well as your responsibilities:

  1. Talk to your Appropriate Administrator. Discuss your individual Career Development Plan and/or proposed class schedule with your Appropriate Administrator.聽
  2. Determine your Fee Waiver option. See enrollment options above. A Fee Waiver Application must be submitted for each term the fee waiver is utilized.
  3. Apply to CSU (for Career Development). You will need to apply to and be admitted to a CSU campus before applying for the fee waiver program. You can apply to the 好色先生 online at . Once the online application is completed, pay the application fee, and save a copy of the payment receipt.

  4. Complete the Individual Career Development form. Download the Career Development Plan. Review and complete Steps 1-3. Review with your Appropriate Administrator. Once reviewed, route the form via Adobe Acrobat Sign to obtain your Appropriate Administrator's signature. The approved individual Career Development Plan must be uploaded with your Fee Waiver Application via Optimize.聽
  5. Complete the Modified Work Schedule form. If your proposed class schedule overlaps during your regular work hours, then a modified work schedule is required. If applicable, download the Modified Work Schedule form route to your Appropriate Administrator for review and signature. The approved Modified Work Schedule form must be uploaded with your Fee Waiver Application via Optimize.聽
  6. Complete the Fee Waiver Application form. Access the through Optimize. A is available to assist employees. Fee Waiver applications should be submitted at the time of your dependent's registration window. If enrolled at a different CSU campus, contact the campus of attendance for their Fee Waiver Application deadline. Fee Waiver requests can take up to 10 business days for processing. You can view the status of your Fee Waiver request and send messages in Optimize.

    Note: Employees or Dependents must be actively enrolled in courses, per semester, before submitting their fee waiver application. Applications received prior to enrollment cannot be processed.

If taxable, you will be notified about your taxable amount shortly after the Census date. The additional taxes will be applied to your paycheck in the following pay period.聽

      • Refunds are processed after the semester has started
      • Per the CSU Employee Fee Waiver and Reduction Program, a Cal State Apply application fee may be reimbursed as part of the benefit. The reimbursement is only for the campus at which the student attends during that term, so if you/your eligible dependent apply to multiple campuses, you will only be eligible for reimbursement of one fee, for the campus you/your dependent ultimately attend. Such requests are processed after the semester begins.
