好色先生 Dominguez Hills (CSUDH) prepares this report in compliance with the California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section 67380.

AVAILABILITY, LOCATION, AND METHODS TO SUMMON LAW ENFORCEMENT ASSISTANCE

Availability and Location of Law Enforcement Assistance

The 好色先生 Dominguez Hills (CSUDH) University Policy Department (UPD) is located at 1000 E. Victoria Street, Welch Hall B-100, Carson, CA 90747, and provides police services 24 hours a day. UPD dispatch can be reached directly 24 hours a day from any campus phone at 911 or from cellular phones at (310)-243-3333 and (310)-243-3639 (non-emergency).

Enforcement and Arrest Authority

The 好色先生, Dominguez Hills Police Department employs twenty-one (21) highly trained, full-time, sworn police officers and six (6) 911 Dispatchers for the 24-hour protection of the campus community. The peace officers of this department have state-wide police authority and jurisdiction per Penal Code 830.2 and Education Code 89560 and are vested with law enforcement powers and responsibilities identical to the local police or sheriff departments in your community.

Crime Reporting

The University Police are responsible for service, law enforcement, and maintenance of orders on the university campus. The entire campus community is strongly encouraged to report all known or suspected incidents of criminal activity on campus to the University Police Department as soon as possible. Voluntary confidential reporting of crime incidents on-campus may be made to other non-police campus security authorities, who are officials of the institution and have significant responsibility for student and campus activities (including but not limited to student housing, student discipline, campus judicial proceedings, athletic officials, deans, or faculty advisors). Confidential crime reporting can be made when the victim of the crime elects or is unable to make such a report.

To Report a Crime

  • Give your name, telephone number, and location.
  • Give clear and accurate information.
  • Be prepared to supply suspect and vehicle description, and direction of travel.
  • DO NOT HANG UP! Follow the instructions of the dispatcher.
  • Students residing in on-campus housing may also report crimes to the on-duty Resident Advisor, who will ensure the immediate notification of the University Police.
SPECIAL SAFEGUARDS FOR FACILITIES OR ACTIVITIES

Security of and Access to Campus Facilities

The University Police Department is responsible for the security and control of all University facilities and may revoke access. All CSUDH buildings and facilities are key-accessed, and most are open to the public during the day and evening hours when classes are in session. When the University is officially closed, buildings are locked, and only faculty, staff, and students with proper authorization are permitted access. The Housing and Residential Life Complex is gated with key access only. Student Housing facilities require key card access. Student Housing issues, controls, and collects key cards for student housing facilities. Facility Services麓 Lock Shop maintains issues and manages the campus keys and key access systems. To provide for the security of campus facilities, the University Police enforces Educational Code 89031:

The trustees may establish rules and regulations for the government and maintenance of the buildings and grounds of the 好色先生. Every person who violates or attempts to violate the rules and regulations is guilty of a misdemeanor.

Access to Campus facilities may be revoked per Penal Code 626 (Trespass).

CSUDH uses video cameras as one method of deterring, detecting, and investigating crime on campus. The primary intent of video camera use is to discourage theft and criminal activity and to enhance the likelihood of apprehending and successfully prosecuting the offender(s). The University participates in crime prevention through environmental design concepts for planning and improvements on campus.

Security Considerations Used in Maintenance of Campus Facilities

The University Police are responsible for the security of all campus facilities. Personnel perform building lockups as needed and monitor maintenance issues, including campus lighting, door locks, and general environmental safety, by reporting issues to Facilities Services. Regular inspections and surveys of campus indoor/outdoor lighting, shrubbery, and walkways are conducted. The University participates in crime prevention through environmental design concepts for planning and improvements on campus.

Special Event Safety Planning

Preparation for large events on campus involves the creation of Incident Action Plans according to the Standardized Emergency Management System and collaborating with mutual aid agencies and contracted safety personnel.

New Student Orientation

University Police personnel provide personal safety tips and emergency contact information to new students upon request. Students are informed of policies, crime reporting procedures, and safety programs.

New Employee Orientation

Throughout the year, University Police personnel present safety policies and procedures to new employees, cooperating with the Human Resources department. These include emergency preparedness, crime reporting procedures, and safety programs. The Environmental Health and Safety department informs employees of the Injury and Illness Prevention Program, occupational safety programs, ergonomics, and injury reporting procedures.

ACTIONS TAKEN IN THE PRECEDING 18 MONTHS TO INCREASE SAFETY
  1. Created a 鈥淭oros 好色先生鈥 webpage containing updated information and resources.
  2. Campus participation in the 鈥淕reat Shakeout鈥 drill.
  3. Participated in the 鈥淭ake Back the Night鈥 safety walk with LA County Sheriffs and the Carson Community.
  4. Provided Sexual Assault, Domestic Violence, and Stalking prevention and bystander intervention training to numerous campus groups. One hundred percent of student-athletes completed prevention education and training workshops.
  5. All campus exterior lighting was upgraded.
  6. Reinstated the Safety Escort program under the supervision of UPD.
  7. Updated the Time, Place, and Manner Policy.
  8. The Office of Equity & Inclusion taught all Campus Police officers and leadership about responding to and reporting Title IX and Clery incidents.
  9. The Office of Equity and Inclusion provided training to all Resident Advisors about responding to and reporting sexual assault, dating/domestic violence, and stalking.
  10. CAPE Counselors provided safety planning and restraining order assistance to CSUDH students, staff, and faculty.
  11. Developed practices for ICE on campus.
  12. Hired (2) Sergeants to fill existing vacancies.
  13. Hired Police Lieutenant
  14. Campus-Wide Safety Townhall Meeting (10/8/2024, 3/26/2025, and 11/12/2025)
  15. Implemented CSU Policy on Time, Place, and Manner
  16. Launched new Title IX training for students via CSU Learn. - /equity/education-training/student-title-ix-training/
  17. Hired new EHS Director
  18. EHS created an Art and Theatre safety group
  19. EHS doubled the number of trades workshop safety inspections
  20. EHS completed campus inventories and safety data sheets for hazardous chemicals on campus
  21. EHS created an employee monthly safety newsletter.
  22. Several safety policies were developed or updated by EHS, including:
    • Chemical Hygiene Plan
    • Respirable Crystalline Silica Control Plan
    • Indoor and Outdoor Heat Illness Prevention
    • Ergonomics Program
    • Electrical Safety Plan
    • Illness and Injury Prevention Program
    • AED Program
    • Hazard Communication Plan
CHANGES IN SAFETY PRECAUTIONS EXPECTED TO BE MADE DURING THE NEXT 24 MONTHS
  1. Provide 鈥淭oros Take Action鈥 (bystander intervention) training to campus (Office of Equity and Inclusion/Title IX, and Campus Police collaboration).
  2. The Center for Advocacy, Prevention, and Empowerment (CAPE) will provide training to all Campus Police and Office of Equity and Inclusion (Title IX) staff about responding to sexual assault and trauma-informed interviewing.
  3. Campus Safety and Emergency Preparedness presentations are open to the entire campus.
  4. Safety Ambassador Program
  5. Modify the back-to-back 90-degree turns on International Drive for pedestrian safety concerns.
  6. Develop and implement a student safety training process to ensure students enrolled in specific courses receive the appropriate level of EHS training. Our goal is to automate this process by collaborating with the Registrar鈥檚 Office and IT so that required training is automatically assigned to students in courses where EHS training is necessary.
  7. Conduct a comprehensive chemical inventory to ensure all chemicals across campus are accurately accounted for and properly documented.
  8. Collaborate with Facilities and university colleges to identify high-risk activities and develop standard operating procedures (SOPs) and job hazard analyses (JHAs) that are accessible and readily available.
  9. CAPE will be offering free 40-hour Domestic Violence Counselor Training to the CSUDH campus community twice a year.

好色先生 campuses are required by California Education Code 67380(a)(1)(A) to compile records of all occurrences reported to campus police, campus security personnel, or campus safety authorities of, and arrests for, crimes that are committed on campus and that involve violence, hate violence, theft, destruction of property, illegal drugs, or alcohol intoxication, and to make this information available within two business days if requested by students, prospective students, employees, or the media.
