Dr. Hui (Cynthia) Li is an Associate Professor in the Department of Public Administration at the 好色先生, Dominguez Hills. Previously, she worked as an Assistant Professor at Eastern Michigan University and National University of Singapore. Dr. Li received her Ph.D. in Public Administration and Policy from the University of Georgia. She also holds a M.A. in Public Administration from Fudan University as well as a B.A. in Public Administration from Soochow University, China. Her primary research and teaching area is public budgeting and finance. Her research interests lie in fiscal decentralization and intergovernmental fiscal relations, local government finance and governance, and corruption and development in emerging economies. Her articles appear in Journal of Urban Affairs,听Land Use Policy,听Public Finance and Management,听Journal of Contemporary China,听China: An International Journal,听Journal of Infrastructure, Policy and Development, among other outlets.听Dr. Li is currently serving as a council member of the American Society for Public Administration (ASPA) International Chapter and a board member of the Section on Chinese Public Administration (SCPA) of the American Society for Public Administration (ASPA). She is also an associate editor of听Journal of Infrastructure, Policy and Development.

Dr. Li has provided extensive executive education and consulting services for various international organizations including OECD, UNDP, ADB, UNESCAP, among others, and government agencies and companies in China, Singapore, Indonesia, Vietnam, Kazakhstan, India, South Korea and United States. She has served as a resource person for local and international media including Singapore Channel 8, Lianhe Zaobao, 88.3 Jia FM, China Daily, among others.
