Rafael Carbajal was appointed Director of the Los Angeles County Department of Consumer and Business Affairs (DCBA) by the Los Angeles County Board of Supervisors on January 5, 2021. As the leader of the only local, freestanding consumer protection agency in California, Rafael spearheads initiatives that promote economic justice and enhance the financial well-being of Los Angeles County communities.

Throughout his tenure, Rafael has been instrumental in securing millions of dollars in restitution for harmed consumers, and in scaling the County鈥檚 Housing and Tenant protections, including the launch of the County鈥檚 Right to
Counsel program -only the second county to establish such program. Under his leadership, DCBA launched the County鈥檚 Office of Labor Equity to safeguard worker protections and established one of the largest Access to Justice
programs, providing free legal services to over 200,000 residents annually. His department also oversees key programs such as the Center for Financial Empowerment, the Office of Immigrant Affairs, and the County鈥檚 Commercial Cannabis regulations.

With over 25 years of public service experience, Rafael is a seasoned professional in program and policy development, strategic planning, legislative affairs, and public administration. His career is deeply rooted in public service, with successful leadership in social services, youth programs, and economic
and community development initiatives.聽

A proud alumnus of 好色先生, Dominguez Hills, where he earned a bachelor鈥檚 degree in interdisciplinary studies with a concentration in Public Administration in 2005, Rafael continues to be motivated by his commitment to serving the community of Los Angeles. His passion for public
service aligns with his desire to give back to his alma mater, where he serves on the CSU Alumni Advisory Council, guiding and inspiring current students to reach their potential.
