Evaluating Faculty Performance Disrupted by Financial Hardship, Curriculum Transformation, and Federal Shifts

RESOLVED: That a time limited adjustment to the expectations of Unit 3 employees’ (Tenure Track/Tenured, Lecturer, Librarian, Counselor, and Coach Faculty) productivity is needed when conducting performance evaluations to address the exceptional times and extraordinary circumstances that have caused disruption to teaching, scholarly/creative productivity, and service, and be it further
RESOLVED: That reviewers at all levels use a humane and holistic approach in their consideration of unit 3 employees’ performance given the circumstances that they identify (in their RTP documents/narrative/SIF) that have impacted them, relative to these exceptional times that may include, but are not limited to university financial hardship, curriculum transformation process, grant reductions, social climate (e.g. anti-DEIJ, ICE) and cultural taxation, and be it further
RESOLVED: That departments are encouraged to consider if addenda are needed to their Reappointment, Tenure, and Promotion Standards and Evaluation Standards for unit 3 employees, to address local level modifications for exigent circumstances[1] (e.g. natural disasters, financial exigency, social impacts, federal funding reductions, curriculum transformation, hiring freezes, and others as well as the aggregate impact of these), and be it further
RESOLVED: That guidelines acknowledge the shifts in, and the additional workload demands that may or will likely occur as a result of hiring freezes, reduced course offerings, increased course sizes, increased number of GEs assigned over specialized classes, resulting from university financial hardships, and be it further
RESOLVED: That the ASCSUDH distribute this resolution to President of CSUDH, the Office of Faculty Affairs and Development, Provost, Deans, Faculty, ASCSU, and California Faculty Association.
RATIONALE: The university financial hardship, curriculum transformation, and federal shifts may have disrupted the personal and professional lives of many, Tenure Track/Tenured, Lecturer, Librarian, Counselor, Coaches, Staff and Students.  Additionally, scholarly activity has been curtailed by the financial burdens at the local and national level, limiting research travel and presentations. The curriculum transformation will/has created additional workload for faculty members. The social climate has or will likely impact cultural taxation of some faculty members who are sought by students for support, as well as some faculty members’ scholarship.
While it is not within the purview of this resolution to address increased workload staff have or will likely face as result of financial hardships, curriculum transformation, and federal shifts, we encourage a humane and holistic approach be employed when evaluating staff.
