RESOLVED: Research, Scholarship, and Creative Activity are integral to CSUDH and shared governance of policies and procedures related to the conduct of research is essential for a thriving research environment; and be it further

RESOLVED: Externally funded research enhances opportunities for faculty and students, and the recovery of indirect costs must necessarily be directed towards research infrastructure and to foster a more robust research climate at CSUDH. Shared governance and faculty oversight over policies and practices associated with the allocation of campus research resources and indirect costs will support effective operations and help grow research activity; and be it further

RESOLVED: The establishment of a University Research and Grants Committee (URGC) as a Standing Senate Committee will provide CSUDH faculty with a critical role in policy development, oversight, and accountability related to the conduct of research and the administration of internally and externally funded projects; and be it further

RESOLVED: This recommended policy is designed to supersede AA 2010-03, RSCAAP Mini Grants; and be it further

RESOLVED: That this resolution be forwarded to the Provost, the President, and the Academic Affairs Council

RATIONALE: As the research enterprise continues to grow at CSUDH, the Office of the Dean of Graduate Studies and Research has been required to develop a bevvy of research policies and procedures to comply with state and federal requirements, many of which have an impact on the research environment on campus. It is in the interest of all parties for faculty to have a substantial role in the development of research policies and the equitable distribution of research resources. The URGC is being created as a mechanism for faculty to bring shared governance into the realm of research and grants, and to provide advice and perspective to the Offices of Sponsored Research and Programs, Office of Research Development and Compliance, and the Office of Student Research. The creation of the URGC provides a mechanism for faculty to govern the Research, Scholarship, and Creative Activity (RSCA) award program. Accordingly, faculty who stand for election to the URGC should not plan to apply for RSCA awards while they are serving on the committee, as this would result in a conflict of interest.
