Creation of a Data Governance Board

RESOLVED: To facilitate evidence-based decision making and foster data-driven institutional governance, CSUDH requires centrally coordinated policies and practices for the collection, management, distribution, ownership, security, and application of institutional data; and be it further

RESOLVED: CSUDH will charter a Data Governance Board to establish expectations and requirements all institutional data across the scope of university operations, decision-making, regulatory reporting, and strategic priorities at CSUDH; and be it further

RESOLVED: The Data Governance Board members are identified on the basis of their institutional roles to provide high-level oversight over all kinds of institutional data from all institutional divisions; and be it further

RESOLVED: The Data Governance Board will meet on a quarterly basis to establish, review, and update policy related to institutional data and address cross-divisional data inconsistencies; and be it further

RESOLVED: The Data Governance Board will form Data Working Groups of data owners and stewards to be responsible for the implementation of policies established by the Board; and be it further

RESOLVED: That this resolution be forwarded to Interim President Mary Ann Villarreal and all Vice Presidents.

RATIONALE: CSUDH鈥檚 data ecosystem has grown in scale, complexity, and importance, with institutional data increasingly relied upon for admissions, enrollment management, retention, accreditation, compliance, planning, budgeting, student success initiatives, and public accountability. However, this growth has occurred across decentralized systems, reporting tools, and functional areas without a formal, enterprise-wide governance structure to clearly define data ownership, stewardship responsibilities, decision rights, shared standards, and expectations for data access.

With an established data governance framework, CSUDH can increase confidence that institutional data are appropriate, well-understood, and usable for their intended purposes. Shared definitions, clear stewardship, and transparent context help ensure data are interpreted consistently and applied responsibly. Once confidence in the data is established, the university focus more effort on using data in timely, purposeful ways to support effective enrollment management, institutional stability, and long-term sustainability. This accelerates decision-making, and enables the institution to take informed, proactive action that benefits students.

The function of the Data Governance Board is to establish a coordinated governance framework that clarifies roles, responsibilities, and permissions; promotes shared understanding and accountability for stewardship; and strengthens trust in institutional data. The ultimate intent is to serve the campus鈥攁nd, most importantly, our students鈥攂y enabling direct, informed decision-making and supporting a proactive, forward-moving journey grounded in reliable data that improves how the university identifies needs, allocates resources, evaluates impact, and takes action in support of student success and the long-term vitality of the institution. This includes ensuring institutional data are accessible, appropriately permissioned, and available for timely engagement鈥攕o that data are not siloed, inaccessible, or dependent on individual custodians, but instead can be used confidently to inform action, advance campus priorities, and support consistent reporting, advanced analytics, and future data strategy development.
