Resolution on Updating Course Modality Policy

RESOLVED: That the proposed language below be accepted as a revision of existing Academic Affairs policy AA 2017-10, and be it further;

RESOLVED: That these changes be effective immediately, and be it further;

RESOLVED: That this resolution be forwarded to the Provost, the President, the faculty of CSUDH, and all Academic Affairs staff.

RATIONALE: This policy has been updated to align course modality definitions with current instructional practices and terminology (e.g. 鈥渄istance鈥� is replaced with 鈥渙nline鈥�). The updated definitions also distinguish between courses that are fully online and those that require any in-person participation, ensuring that modalities accurately communicate student expectations regarding required in-person attendance. In addition, the policy provides clearer guidance on how modalities are coded and scheduled, supporting consistency in the class schedule and reducing ambiguity in implementation.

Finally, this revision incorporates provisions for emergency remote instruction to ensure continuity of instruction during unforeseen disruptions while maintaining a clear distinction between emergency measures and established course modalities.

Course Modality Policy

1.0 The purpose of this policy is to听establish听appropriate definitions听and designations for all CSUDH courses.

2.0 Course Modalities All courses shall be designated as belonging to one of the course modalities defined below. Details regarding how these modalities may be implemented and scheduled are described in Section 6.

2.1 Face-to-Face Course

A course in which instruction occurs primarily through in-person contact between students and the instructor, such as lecture, discussion, seminar, demonstration, laboratory, clinical, practicum, or other classroom activities. More than two-thirds (2/3) of instructional meetings occur face-to-face at the scheduled time and location. Course materials, instructor notes, and assignments may be distributed through the learning management system (LMS) or other online tools, but instruction takes place primarily in the classroom or an approved physical off-campus location.

2.2 Hybrid Course

A course in which instruction and/or required course activities are delivered through a combination of in-person and online components. Courses designated as hybrid must have no more than two-thirds (2/3) of instructional meetings conducted face-to-face. The online components may may be delivered synchronously, asynchronously, or through a combination of both (bichronous).

2.3 Fully Online Course A course in which all instruction and required course activities occur online (synchronous or asynchronous), and no in-person meetings are required. Fully online courses rely exclusively on academic technologies, including the campus learning management system (LMS), to deliver instruction and support course content, communication, and assessment. Instruction may be delivered synchronously, asynchronously, or through a combination of both (bichronous).

3.0听For existing courses, additional听modalities must be reviewed and approved using the normal curriculum processes of the University. Proposal of a new course must specify听the modality/modalities by which it will be offered. Course modality must be chosen, and courses constructed, in a planned, pedagogically听viable听manner.听

4.0听The programs, departments, and colleges shall govern scheduling decisions related to the instructional modality of class sections.听

5.0 Exceptions:

5.1 Faculty, with approval of department听chairs听or program directors, if applicable,听may request an existing course to be听piloted听temporarily in an online or hybrid modality for up to two听terms.听Approval听of the听appropriate听college听deans听and Dean of Undergraduate Studies or Graduate Studies and Research, as听appropriate, is required.听Academic Programs听will track听approved pilot offerings.听A course that has already been piloted twice must听have a听course modification听for the听additional听modality approved听through the curriculum review process as described in 3.0听before听it can be offered听again in the听new听modality.

5.2听Independent Study听Courses: As part of an exempt policy, the course meeting is decided on an agreement with the faculty member, chair, and student before enrollment.听

6.0听For the purposes of scheduling and communication with students, Online and Hybrid听class sections will be coded according to whether instruction is synchronous and the proportion of campus meetings听required. Note that all听class sections听designated听鈥淔ully Online鈥澨齛re included in the list of class sections for the CSU Fully Online听concurrent enrollment听program under the California AB386 Bill:听

7.0听All syllabi must reflect the course modality to be used, whether instruction is synchronous or asynchronous, and whether in-person meetings are听required.听

8.0听The course modality, hybrid and听online听codes, and technological requirements for each class section shall be published in the Class schedule and in all online updates of the schedule.听

9.0 Emergency Remote Instruction (Alternative Instruction) is a temporary instructional approach used when the physical campus听environment is unavailable or unsafe, requiring听quick听transition to remote delivery using available technologies.听This is not an听approved听modality and can only be authorized by听the听Provost听or University President.听
